"Tv system doesn't match"

I tried making my own custom disc with the freedvdboot esr patcher gui, by using the VIDEO_TS and VTS_01_0 files for my ps2 version (2.12U). When I have the modded freemcboot memory card inserted it plays the game just fine, however without it(unmodified), whenever I load the cd it gives the error "TV system doesn't match". Tried burning it with imgburn, with cdburnerxp, at the lowest write speed, used all kinds of video_ts files to patch it and it still doesn't work. I can only play when i have the freemcboot memory card

Same error with standard ISO. Just a black screen with error text. I'm using a 4K LG C1 and Retro Tink 5x; tried messing with the scaling, no luck. May have to try with a slim.

I also get this same error. I also have the same DVD 2.12U.

Was this solved or addressed? Any ideas?
