Linux64c Maybe targeting AlpineLinux (non-glibc)? (Be a “better Linux than Linux” on Morello)

This issue can now be clarified, as it is a work-in-progress, and perhaps subdivided into self-standing pieces of technical work. In general, our goal is to be able to run the Morello Linux CheriABI binaries, which are increasingly specified, even if not yet available.
