[GENERAL] add output target folder to programs

Well, For now I can confirm that bigtool.exe cant do this, which is not true for the others.

Proposal Add output target folder for the tools:

BIGTOOL

current: bigtool.exe C:\example\bigfile.big after: bigtool.exe C:\example\bigfile.big C:\example\output_folder

lng2txt

current: lng2txt.exe C:\example\somefile.lng after: lng2txt.exe C:\example\somefile.lng C:\example\output_folder

and so on....

Why this should be done

• For sake of organization
• Help me developing CTR ALL IN ONE TOOLS
