rebuild_PC: use option; add new options

What?

  • In cmake, use option instead of set
  • Add CTR_OXIDE, CTR_GPU1P, and CTR_PRIM options to cmake.

Why?

This way, any user can override these options in the CLI using, e.g.,-DCTR_OXIDE=ON.
