Pro controllers only detected when joycons also connected

On windows 11 build 25188.1000. Pro controller only recognized as connected when joycons are also connected. if you connect the pro controller whilst the joycons are connected, then turn the joycons off, it will refuse to write to the pro controller until the joycons are reconnected.

I can't get it to recognize the pro controller at all, if I have a joycon synced as well, the app only shows options to configure the joycon.
