Office hours tracker

Add an office hours checkin. Would likely have to limit the endpoint to POST requests with X_FORWARDED_FOR header as one of the machines in 311 Soda to make sure it's actually from the office. Would need to build off the authentication system django-auth-ldap in the rebuild branch.
