Louisiana case data now includes reinfections

We had been made aware that our reporting for Louisiana had not been included reinfection data - this was first reported on January 26, 2022. We have made changes to our data architecture to begin collecting this metric and have corrected our historical data in this commit. Please let us know any questions.
