fyi / likely Texas case dumps on April 8

On April 8, Dallas County, Texas (Dallas), reported 13,025 cases, from 935 a week earlier.

On April 8, Travis County, Texas (Austin), reported 17,651 cases, from 883 a week earlier.

I'm not readily finding explanations for these increases but the scale strongly suggests they're data dumps. No other Texas counties report anything similar.

Dallas County now shows a net decrease of 12,436 cases from April 9 to April 10. Is this a correction of the spike mentioned above?
