Sorry I play this with Windows, it's not quite convenient to test makefile. Welcome to contribute a makefile file with pull request ^_^.
@BlurryLight @CSGrandeur If you have time, please test the Makefile also with Mac OS, and add corresponding comments in the file README.md. Thanks !
@chenxofhit I have tested it on Linux( Debian testing) and it works. I'm not familiar with makefiles so the file here was simply modified from https://github.com/sjtug/SJTUThesis. On my computer,make、make pvc , make clean, make wordcount ,just as their names described,they work well and that's enough to meet my need.
Since there is no mac device available , it's impossible to test if it works on Mac OS. However I believe it works as long as latexmk and texcount have been installed properly. Further information can be acquired from https://mg.readthedocs.io/latexmk.html.

Another issue is to use the command from makefile to decide if it is for blind review use. As in my case, I prefer to use command outside rather than to modify it in the document. And configuration file should be in a single tex file also. I hope this issue should be reopened, and I think there will be somebody to contribute this.
非常感谢你的贡献！但是，模板中的右页眉设置好像出现了问题。页眉不是一直都是章标题，只有该章出现第一页是章标题，其他的右页眉都是当前章节标题

I always use sublime without command line to build LaTeX. So it's not a demand for me.
But I think this would be a good design with makefile. Welcome related pull requests😄.
