Issue with Windows installation instructions

I have two blocking issues with starting LabelMe on Windows. I would appreciate your help.

The instructions here say:

Add/change the scipt "fetch_image.cgi". See below all the file after the changes:

But what comes below it is truncated and IS NOT "all file". What is given is also different from the fetch_image.cgi file on the repository. Please provide the file after the necessary changes.

Also, the same instructions say:

Add the module "mod_rewrite" to the Active Perl version.

I have no idea what this means. Did you mean enable mod_rewrite in apache conf?
