Decouple SOARCA agents from execution agents

Is your feature request related to a problem? Please describe. Execution of actions step types should be dependent on the type of the action and not on the agent. Although agents should match the action type.

Describe the solution you'd like Add te possibility to add remote agents usage. By not requiring SOARCA agents in playbooks and doing step execution based upon step action type.
