Function to return resources available to notebook and package versions used

Hackathon discussion suggestion was to put the resources used in the notebook in a cell, so people running it would have some idea of what was required.

This should be a function, either in recipes or the cookbook itself, to get consistent results across recipes, and lower the burden to include this information.

In addition package version information, python and Jupyter notebook versions should be returned. This could all be in a hidden in a collapsable section so as not to distract, but be easily accessed.
