[FEATURE] Add support for localization

The COSCUP Volunteer website is currently only in one language. This blocks people from different regions whose main language is different from volunteering at COSCUP.

Describe the solution you'd like

We should localize the website as well as add support to translate tasks/projects and other features.

Describe alternatives you've considered

Using Google Translate APIs but I don't want to pay for it.
