Owl file missing almost all information for many ids

In the OWL format file https://raw.githubusercontent.com/CLO-ontology/CLO/master/src/ontology/clo.owl, all ids between CLO_0010001 and CLO_0037010 are lacking all fields, except one subclass. There is much more information on these in the EFO. Are these data being exported correctly?
