Create the dev folder and release folder under scr
We should put the merged file into release folder, and other files into dev folder, otherwise, people will continuously asking the import files questions.
I think the simple solution is to set the import purl redirect correctly, such as: http://purl.obolibrary.org/obo/clo/PATO_import.owl redirect to: https://raw.githubusercontent.com/CLO-ontology/CLO/master/src/ontology/PATO_import.owl
Anyone has the permission can do it. If not one take care of it, I will try it when I have time. (Note: I am not sure whether I have permission although I am in the admin group of all OBO Foundry ontologies.

During the construction of the ontology, the importing link for each imported file generated by OntoFox maybe tentative. We didn't know where those file will be prior to uploading it to a web location.
