Add Symmetry Planes for Drawing

The user should be able to place a plane of symmetry on the canvas. The tool should mirror the drawings on one side of the plane and ignore the drawings that overlap on the plane.

Here are the tentative ignore rules:

1. Components placed on the symmetric plane are ignored.
2. Channels that start and end on the symmetric plane are ignored.
