Command to sub and unsub a user

Realized if a user doesn't opt in/out of class notifications, there's no way for me(a bot admin) to do that on their behalf, so there should be two commands !sub <user> to subscribe a user to class notifications and !unsub <user> to unsubscribe a user.

Should be available only for bot admins
