[feature] continue rendering "PPA" jobs if farm is idle

Hi Timur,

I would love to have an option in afanasy to enable a feature that automatically starts jobs that are waiting for preview approval (PPA) as soon as there are no more other jobs to dispatch on the farm and rendernodes are becoming idle.

"becoming idle" is a very blurred property. But if we will define it, you want that PPA tasks to start on "idle" renders?

agreed....very blurry...what I mean is: as soon as there is an afrender-node that is FREE (no tasks) and does not get any new jobs from the queue, we should check if there are tasks in the "PPA queue" which this node might be able to work on even though the PPA flag is still enabled on this job/task.

Does this describe the idea a bit better?

Ok. Lets keep this issue. But for now i will be busy with a 2.3.0 testing and release.
