Add poisson disk sampling as an option to PMP::sample_triangle_mesh

This is an import from the branch gsoc2024-triangle_mesh_sampling-bmccoy @ 8db7ae84e5 The PR is not directly opened with the original branch as I have to get rid of all the geodesic part that depends on another branch (BSURF)

TODO:

• [ ] find a replacement for the annulus sampling as straightest_walk is not yet available
• [ ] test all is running correctly
• [ ] clean-up
• [ ] rebase after integration of #9066
• [ ] small feature
• [ ] 3D version should be straightforward when used with Side_of_triangle_mesh
