cgal Remove maintenance files (but versions) from the master branch

The maintenance files (such as the infrastructure directory) should be removed from CGAL.

The answer is easy, nothing has been changed in CGAL since the creation of this issue. The Maintenance package is still in master, and a lot of its content has no reason to be versioned in the same branch as the rest of CGAL.

Shall creating a new repo in CGAL github be the solution? It means also updating the cron on the server.

I think there are two solutions: either a new repo, or a orphan branch in the same repo. I do not know what would be best.

Actually, there was already a lengthily proposal at https://cgal.geometryfactory.com/CGAL/Members/wiki/Staging_Area/Maintenance_files and I agree with most of it. It makes no sense to move the full content of Maintenance/.

About the time frame: that sort of change should be done at the beginning of a release cycle, and not at its end.

Most of the files have been removed. Only cgal.gf.com remains.
