User story: Invite other vendors

User story: A vendor feels that a case needs to be shared with another vendor who is not on the platform.

Current capability: email the other vendor and request CERT/CC to create an account for them, then add to case.

It would be great to have this workflow supported in VINCE:

  1. vendor A invites B
  2. B signs up
  3. coordinator approves B's account
  4. B requests case access
  5. Reporter or coordinator approve access.
