`mwdb configure mail` command to customize mail templates

Describe the problem

Mail templates are not easily configurable for users that want to use registration features in their own instances.

Describe the solution you'd like

Add mwdb configure mail command that will extract the currently used templates under provided path, making them available for modification. Target directory (mail_templates_folder) should be handled like mwdb configure web does it with web_folder
