Video / deposit: Publish project and video button when the description is missing

Expected behavior

If the description of the project is missing, a warning should be displayed, at least when the hovering/clicking on the Publish project and video button

Actual behavior

When hovering/clicking the Publish project and video button there is only a forbidden sign, see the case (forbidden sign not displayed):

cdslabs-qa on 9.3.18 with Firefox 52 and Chrome 64

Steps to reproduce the behavior

1. upload a video
2. get to publish it
3. fill the metadata of the project except the description
4. check hovering/clicking the Publish project and video button

Also, if description is mandatory for project, there should be a red star close to the label. I confirm that I had the same problem today, and is not linked with the transcoding, as the video was fully published.
