Use Case Title Allow States to Restrict Option Sets as Necessary: Permitted Option Indicator

Use Case Description

Element name: Permitted Option Indicator Element Definition: Flags if an option in a reference table is permitted within a specific state. Option Set:

• Permitted = The option is permitted for use by the SEA (Default setting)
• Not Permitted = The option is not permitted for use by the SEA

Use Case Background

CEDS reference tables come prepopulated with all of the CEDS options. In some cases, there are CEDS options that are not appropriate for use in Michigan and/or which do not fit our reporting needs.

CEDS does not currently have a way to identify an option that is technically available for use within the CEDS community but that a SEA has determined should not be used for their state's reporting.

This is important so that future developers and analysts that are exploring the existing data can filter to show only 'permitted' options -- and thus avoid accidentally introducing an option into a system or report that will conflict with Michigan laws and/or reporting needs.

By default, all CEDS options would be "Permitted" but then the SEA would have the ability to change specific options to "Not permitted" if their state did not want to allow the use of a specific option.
