Use Case Title Update the DES location for the element "Eligibility Status for School Food Service Programs"

Use Case Description Expand the location of the following element in the Domain Entity Schema (DES) Element: Eligibility Status for School Food Service Programs Definition: An indication of a student's level of eligibility to participate in the National School Lunch Program for breakfast, lunch, snack, supper, and milk programs. Option Set: Free, Full Price, Reduced Price, Other

Use Case Background The Education-to-Workforce Indicator Framework recommends disaggregating data by Income Level at the pre-K, K12, postsecondary, and workforce levels to determine whether individuals or households are considered low, medium or high income. This helps identify disparities caused by economic inequality and unequal access to certain supports.

The CEDS element "Eligibility Status for School Food Service Programs" is being used to calculate income levels. To support the collection of this data for Early Learning, the location of this element in the DES needs to be expanded.
