Use Case Title Update the DES location for the elements "Status Start Date" and "Status End Date"

Use Case Description Expand the location of the following element in the Domain Entity Schema (DES) Elements: Status Start Date, Status End Date Definitions: The year, month, day and optionally time, that a status became applicable.; The last year, month, day, and optionally time when a status applied.

Use Case Background The Education-to-Workforce Indicator Framework recommends disaggregating data by Disability Status and Homelessness Status at the pre-K, K12, postsecondary, and workforce levels to 1) determine the students who receive special education supports or adults with a disability, and 2) count the number of individuals who lack a fixed, regular, and adequate nighttime residence.

The CEDS elements "Status Start Date" and "Status End Date" are being used to calculate both disability status and homelessness status. To support the collection of this data for Early Learning, the location of this element in the DES needs to be expanded.
