Use Case Title Create an element "Metric Type"

Use Case Description Create an element called "Metric Type" for categorizing metrics beyond just assessment scores. An element exists within CEDS: Assessment Score Metric Type. The new element would contain all of the options plus the capacity for any other types of metrics that could be used.

Use Case Background The primary use case is for EDFacts file specification 205. This file spec contains indicator types and on EMAPS asks for the type of metric being used:

The Accountability Metadata Survey includes questions about the type of scale for the indicator:
• Nominal data – Met/not met • Ordinal data – Performance Levels • Interval data – Percentage scale (i.e., 0% to 100%) • Interval data – Index (i.e., ## to ##) • Other

A general metric type element would allow for a variety of metric type tagging of data.
