Use Case Title Add Existing CEDS Element “Adult Educational Functioning Level at Intake” to Workforce Program Participant > Program Participation

Use Case Description Adult Educational Functioning Level at Intake– 000779 - https://ceds.ed.gov/element/000779

Use Case Background The Workforce Workgroup proposes the addition of the “Adult Educational Functioning Level at Intake” data element to the Workforce domain (Workforce | Workforce Program Participant | Program Participation). This should be defined as “An individual's entering skill level, as defined by the National Reporting System for Adult Education and determined by an approved standardized assessment at program intake.” Option set should be the same as in https://ceds.ed.gov/element/000779 We need to know this information because many Workforce Program Participants with specific Educational Functioning Levels may have additional challenges meeting program requirements or attaining family sustaining employment, may require additional case management services or accommodations, may qualify for additional program supports, and may have different program requirements and outcomes. Additionally, Workforce Programs may have specific outcome measures ties to funding that are based on Participant educational attainment.
