Use Case Title Add Existing CEDS Element “Internet Access Type In Residence” to Workforce Program Participant > Digital Access
Use Case Description Internet Access Type In Residence – 001936 - https://ceds.ed.gov/element/001936
Use Case Background
The Workforce Workgroup proposes the addition of “Internet Access Type In Residence” data element to the Workforce domain (Workforce | Workforce Program Participant | Digital Access).  This should be defined as “The primary type of internet service used in the individual’s primary place of residence.”  Option set should be the similar to https://ceds.ed.gov/element/001936 but replace “student” with “individual” in the option definitions.
We need to know this information because many Workforce Program activities (such as job search and application, skills training, activity verification) are well suited to being done over the internet, particularly over a high-speed connection.  A participant who does not have adequate internet access in their primary residence to complete these activities may have additional challenges meeting program requirements or attaining family sustaining employment, may require additional case management services or accommodations, may qualify for additional program supports, and may have different program requirements and outcomes.  Case managers will need to know if a participant is able to perform activities from their primary residence or will need to access the internet from another location like a Job Center or Workforce Program Office.  Knowing what types of internet access is available to a participant from their primary residence will allow case managers to appropriately assign activities, and will allow policy makers to determine the extent of different types of internet access throughout the country, and the impacts to areas without high speed internet.
