Use Case Title Early Learning Outcome Date

Use Case Description Proposed Element: Early Learning Outcome Date Definition: The date for which the result is used for an outcome measure

Use Case Background Although Early Learning Outcome Time Point can capture entry/baseline and exit, it does not allow for a certain date. The entry and exit measurements must be at least 6 month apart, so we need to capture dates to ensure that outcome measures are valid.
