Use Case Title Add Existing CEDS Element Exit Reason to Workforce

Use Case Description Add Exit Reason (a current CEDS element) to the Workforce domain. Definition: The documented or assumed reason a student is no longer being served by a special program. Option set: See https://ceds.ed.gov/CEDSElementDetails.aspx?TermId=21222

Use Case Background The Workforce Workgroup proposes the addition of Exit Reason to identify the participant’s exit reason from a workforce program. Similar to Exit Reason used in K12 -> K12 Student -> Program.
