Use Case Title Provide a concise description that defines the use case.
Add elements to track the timeliness status for the evaluation of eligibility
Use Case Description List the proposed element name(s), definition(s), and/or option set(s).
Add a new element called "Initial IEP Timeliness" that has the matching option set from the CEPI element indicating the IEP completion timeliness status;
Note this option set overlaps those suggested in G67 Refine data collection for timeliness of Part C to B IEP
Proposed Option Set If needed, provide existing and proposed new options
See attachment for Option Set info CEDS OSC Issue_G73.docx
Use Case Background Provide information related to why these changes/additions are needed.
Needed for IDEA reporting of compliance with timeline for IEPs
Location of Element in the Domain Entity Schema
K12 -> K12 Student -> Individualized Program -> Initial IEP Timeliness
(63, 73) IEP plan development date tracking
Add new element to collect the number of days the initial IEP was late
Add elements to track the timeliness status for the evaluation of eligibility
This is a valid new concept that is not presently docmented by the data model. However, the proposed strategy is not incomplete. Also, it is incorrect to place the new details in the eligibility element.
It would be better to create a new grouping element such as
K12 -> K12 Student -> Individualized Program->planDevelopmentSchedule
with elements such as
thirtyDayClockStartDate daysBeyondTimeline (less than one means schedule was met) reasonForDelay (null value means schedule was met)
Mississippi agrees with the need to capture elements related to eligibility and IEP timelines, or Indicator 11 and 12 of the IDEA APR. One has a start date and due date (Ind 11) and the other has a due date only (Ind 12). The number of days beyond timeline is needed as well as the reason for delay. Another component for APR reporting is any allowable exception to the timeline, such as a parent repeatedly failing to produce the child for evaluation.

The attached document is the proposed solution for this use case. As a community, please review. If no objections exist for the proposed solution, it will be approved as part of the CEDS standard 60 days following the announcement of this proposal as outlined in the OSC Use Case Rubrics/Process (The OSC Use Case Rubrics/Process can be found here: https://github.com/CEDStandards/CEDS-Elements/tree/master/doc).
