Add element to identify a student’s graduation plan modification

Use Case Description List the proposed element name(s), definition(s), and/or option set(s).

Recommend CEDS add new folder under the K12 -> K12 Student -> Graduation Plan called Curriculum Modifications. New element called Personal Credit Modification that would contain the CEPI Option set or the SCED Subject Areas (options below)

Use Case Background Provide information related to why these changes/additions are needed.

The code for the academic area(s) for which the student has a Personal Curriculum Credit Modification. May be reported multiple times (once per academic area code). The idea of a high school graduation modification for a student is used across the country. CEDS has a folder under K12 Student, Graduation Plan that seems like a good place to include the right combination of CEDS elements to capture this information.
