Refine data collection for timeliness of Part C to B IEP

Use Case Description List the proposed element name(s), definition(s), and/or option set(s).

Indicates the timeliness of the IEP by the child’s third birthday for all children referred by Part C as potentially eligible for Part B. CEDS has the element Reason for Delay of Transition Conference however its definitions need clarifications and potentially additional options.

This element combines both was the IEP timely and the reason it was not timely. CEDS Currently has an Individualized Program folder in the Early Learning domain that has a few similar elements but they were not a perfect fit.
