Use Case Title Add new CEDS element for “Staff paid out of district”
Target Date Needed ASAP
Use Case Description NCDPI collects information to indicate if a staff member’s salary is paid from funds outside of the current school district where they are assigned. Currently this is a “Yes” or “No” indicator.

Location of Element in the Domain Entity Schema ?
Rather than just an indicator that a staff member is paid out of district, we (Michigan) would like to propose that there be elements to identify which other LEA is actually paying the salary. https://github.com/CEDStandards/CEDS-Data-Warehouse/issues/93
