Use Case Title Add Assignment Start Date to EL Class/Group and EL Staff

Use Case Description Assignment Start Date- The year, month and day from which the assignment is valid. YYYY-MM-DD

Use Case Background The EL Staff Committee proposed the addition of Assignment Start Date to EL Class/Group. The addition would allow staff members assignment start dates to be tracked.

This ticket proposes the creation of a category called Staff within the EL Class/Group entity. The ticket also proposes the creation of a category called Assignment within the EL Staff entity. Both of these suggestions mirror the layout from the K12 domain.
