Use Case Description EDFacts file specification 067 – Title III Teachers File Specifications requires the disaggregation of educators by certified and not fully certified with the definition “An indication of whether an educator holds the certification or licensure required by their assignment.” Given that this credentialling requirement is specific to EDFacts and tied to the teacher’s assignment, the ability to identify this directly through other data elements in CEDS would be difficult so the creation of a specific EDFacts element is necessary to ensure commonality.
