Use Case Title Add Organization Identification System to EL Program (no category)

Use Case Description Organization Identification System cannot currently be found in EL Program. It should be added.

Use Case Background Currently, there is no Organization Identification System in EL Program. However, sometimes the Organization Identification coding scheme is needed by an EL Program to refer to an organization for identification and record-keeping.
