Use Case Title Update CEDS to match the updated EDFacts option definition for Education Management Organization (EMO).

Use Case Description Element Name: Charter School Management Organization Type Option to change: CHAREMO; Education Management Organization (EMO) New Option Definition: A for-profit entity that operates or manages a network of charter schools (either through a contract or as the charter holder) linked by centralized support, operations, and oversight.

Use Case Background EDFacts updated the definition for the option "Education Management Organization (EMO)" for SY 2020-21. Updating the definition for this option in CEDS would provide consistency with the EDFacts definition.
