Use Case Background (provide information related to why these changes/additions are needed):	This element stores the date on which an applicant became either financially dependent or financially independent.   This element is from the Postsecondary Electronic Standards Council, is currently included in CEDS Extend, and was reviewed and proposed for inclusion by the CEDS Postsecondary workgroup.
