Use Case Title Add a new element to CEDS called "McKinney-Vento Subgrant Recipient"

Use Case Description Element: McKinney-Vento Subgrant Recipient Definition: An indication of whether the LEA received a McKinney-Vento subgrant to provide services to homeless children and youth.
Option Set/Descriptions: MVSUBGYES (LEA is a McKinney-Vento subgrant recipient.) MVSUBGNO (LEA is NOT a McKinney-Vento subgrant recipient.)

Use Case Background A new CEDS element is being proposed to support EDFacts reporting, specifically FS170. EDFacts requires states to report whether or not the LEA received a McKinney-Vento subgrant. NOTE: the options and descriptions noted above align with the permitted values and descriptions in the file specification.

Location of Element in the Domain Entity Schema K12 -> LEA -> Federal Funds
