[FEATURE REQUEST] Windows on ARM support

Operating System: Windows 11 Build 26100.2448 CEmu version: v2.0 Describe your issue:
Using a Surface Pro 9 5G, CEmu runs sluggish when emulated. Any plans for native ARM support on Windows?

Unfortunately, this is still quite new, and only in September of this year did GitHub make those arm-windows runners generally available, but for "customers on our Team and Enterprise Cloud plans": https://github.blog/changelog/2024-09-03-github-actions-arm64-linux-and-windows-runners-are-now-generally-available/

We could maybe cross-compile, but that could bring quite a bit of overhead to the builds which are taking quite some time already on windows (when uncached anyway). Guess we'll see.... hopefully native arm runners will be available soon for everybody...
