Option to record demos at full FPS

Demos right now record at 20 FPS to keep file size down, but this makes them less useful tools for diagnosing connection issues sometimes. It would be nice to have the option to set the demo framerate (or even to set it to uncapped).

If it's network issues that are in question, you could record a demo frame for every packet received and sent, in addition to what's being written now.
