Remove milliseconds from HL7 timestamps

Why it needs to be done

Alabama requested this be done since their system has issues processing milliseconds in the timestamp

We have ran a test message with time zone Offset and it was processed without any error. So It should be fine, if you could remove the milliseconds part of all the time field values.

Millisecond field is optional so all other STLTs should be able to process it fine

Acceptance Criteria

HL7 timestamps do not have millisecond precision
