Add metadata to AIMS submissions for the bulk uploader

We need to update the bulk upload submissions to include metadata asked for by APHL/AIMS
Why it needs to be done

Acceptance Criteria
- The following metadata is added to submissions to AIMS for the bulk uploader:
Metadata: AIMS has requested that the following metadata be included in submissions: AIMSPlatformSender - who it is from. I presume this should be the actual sender/lab on your side. AIMSPlatformRecipient - 'AIMSPlatform' AIMSPlatformSenderProject - 'ELR' AIMSPlatformSenderProtocol - 'S3' AIMSPlatformSenderEncryptionType - 'KMS' AIMSPlatformFilename - the object name, could still be the InterPartner filename which includes the project name as previously shown. AIMSPlatformSenderMessageId - Your internal message id Base64Encoded - 'False' (default) or 'True' - If the object is base64 encoded or not before being written on your side.
