[EOY] Remove mentions of ReportStream

User Story

As a reporter, I would expect to see support documentation no longer reference ReportStream as the intermediary since it is being sunset.

Acceptance Criteria

• Remove the line "If you’re a public health department, learn about ReportStream." from the Getting Started page
• User can no longer navigate to the "What is ReportStream" page and the link is removed from the nav Instead the nav should redirect to the SimpleReport data catalog page
• The second paragraph on the SimpleReport Data Catalog page is updated to only one sentence:
  • SimpleReport sends test results to public health departments as HL7 2.5.1 ELR (electronic lab results) through the AIMS Platform.

It's not clear exactly when we'll want to make this change. We can probably start removing mention of ReportStream before the transition is fully executed.
