What needs to be done

Handle network errors and alerting for the syncs that we've added as part of SimpleReport 2.0. This should include the condition sync, lab sync, and specimen sync

Why it needs to be done

We want to fail gracefully and be alerted of such failures when one of these syncs doesn't behave as expected.
