[SPIKE] Investigate issue with new users receiving expired activation links from Okta
Description
The CDC support team and some new SR users have encountered issues using the account activation links emailed from Okta. Specifically, they see this expired activation link page even though that link shouldn't expire for 90 days according to our Okta settings.

Is it possible that this has been happening the entire time and the only reason we're seeing it now is because IndexAnalytics team is gone?
Possibly related to another okta issue. @mpbrown will try to find some links to that issue.
