Only test orders and specimens selected in the uELR admin panel should show up in the uELR form.
Description
As a reporter in a pilot facility, I only see the test orders and specimens that have been set up for my facility by my admin.
Proposed solution

We're not showing the admin provided display name. Display names should remain tied to what we pulled from the various APIs.
In order to not be blocked by the need for an admin UI, we can do this work just based on the backend.
We decided that although it's possible to do this work without knowing what the admin experience will be, it's safer to just wait until the admin experience is defined and do this work as a follow-on to - or rolled into the admin panel work.
