• #8625 is the root issue, expectation is that there will be child issues to capture additional detail

Changes Proposed

• Make a bunch of updates to our FHIR mapping such that the resulting HL7 bundle ReportStream creates is identical to the output of the covid pipeline

Additional Information

• This work is important for being able to deprecate the covid pipeline.
• The expectation is that this branch / PR will be long lived, as we want to reduce the number of times we coordinate with RS to verify correct behavior

sent a test message to RS from dev4 using my branch where I made the changes I commented on, main actual relevant difference being that the ethnicity refused code matches what we send to the Covid pipeline
